Members of the Georgia Legislature are convening under the Gold Dome to kick off the 2025 Legislative Session.
While much of the intrigue will center on how the rapidly approaching 2026 statewide political fights will impact the 2025 policy fights, we wanted to kick off our coverage with a primer on the major issues the Legislature will address in the next few months. MUST READ
What We are Watching
Tort Reform – leaders on both sides of this fight are mustering resources, and preparing for a full-scale fight. While Governor Kemp, who is unquestionably the most popular politician in the state, has staked at least a portion of his legacy on getting real reform done, the Trial Lawyer lobby has heels dug in and is ready for war. We expect the Burt Jones-led Senate to push for major reform, and pressure to land on Speaker Burns and the House to pass something impactful.
Budget/Disaster Relief – Major portions of the eastern half of Georgia are still reeling from Hurricane Helene. The federal government has not done as much as anticipated, generating pressure on the state to step up. This will likely be the biggest budget fight facing both Chambers. The Governor already approved 100 million for Agriculture Commissioner Tyler Harper to distribute to farmers. The big question — will more funds be allocated for rural Georgia to get back on its feet?
Political Posturing – Attorney General Carr has already announced his gubernatorial campaign, Lt. Governor Jones is likely to join the race after the Legislative Session and no less than five members of the State Senate – including the President Pro Temp, the Majority Leader, and the Appropriations Chair – have been mentioned as potential candidates to replace him. There is no doubt that they will use this Session to burnish conservative credentials – how does this impact the body’s ability to get things done?
School Safety — lots of ideas after the school shooting in Barrow County tragically claimed the lives of several students and teachers. There will be pressure to get something done.
Brian Kemp-Marty and I had the privilege of attending the TMF tailgate before this year’s Army/Navy game. It was amazing to see the work they do and meet so many inspiring veterans and Gold Star families.
