Chris Carr Indicts Two in Fulton County for COVID Rental Fraud

Georgia's Attorney General continues to wage war against fraud in Georgia.

Attorney General Chris Carr recently obtained new indictments in Fulton County, charging defendants Jasmin Grant and Theresa Davis with more than $36,000 in COVID-19-related fraud. 

How was this fraud perpetrated? The defendants were employed through a temp agency and assigned to the Georgia Department of Community Affairs (DCA). In this capacity, they are alleged to have unlawfully used the identities of three other persons to file for rental assistance. 

What key figures had to say:

  • AG Chris Carr: “The Emergency Rental Assistance Program was designed to help vulnerable Georgians keep a roof over their heads during an incredibly difficult time. Those who sought to cheat the system not only stole from taxpayers, but they also robbed families of critical relief. With our White Collar and Cyber Crime Unit, we’re taking action to root out fraud and abuse wherever it occurs, and we will continue to prosecute those responsible.” 
  • Inspector General Nigel Lange: “OIG has worked closely with DCA and the Attorney General’s Office in bringing this case for prosecution. State employees, whether temporary or permanent, who seek to illegally further their own interests rather than those of the citizens they serve, will be held accountable. These indictments send a clear message to any like-minded individuals. OIG is focused on reducing corruption in State government and relies upon the cooperation of its partner agencies to continue with the mission.” 

Context: To clarify, the DCA’s Emergency Rental Assistance Program is a federal relief fund for individuals, families, and landlords whose finances were negatively impacted by the COVID-19 pandemic. 

This case was investigated by the Office of Inspector General (OIG) and DCA, with assistance from the Attorney General’s White Collar and Cyber Crime Unit.

After the investigation, the defendants are also alleged to have directed the payouts to their personal bank accounts, thereby collecting all of the fraudulently obtained funds.
