Senator Raphael Warnock (D-GA), joined by Senators Jeanne Shaheen (D-NH), John Kennedy (R-LA), and Susan Collins (R-ME), introduced the Improving Needed Safeguards for Users of Lifesaving Insulin Now (INSULIN) Act of 2026.
The Georgia Senator expressed great pride in bringing together a bipartisan coalition in support of this bill. He explained the benefits to community health centers and those struggling to keep up with rising costs.
“Our legislation also provides a pathway of funding to community health centers so they can continue reaching people who would benefit from insulin priced at $35 or less,” Sen. Warnock explained. “No one should be forced to put their health or life in danger because they can’t afford insulin or don’t know where to get it.”
The INSULIN Act
This updated legislation caps out-of-pocket insulin costs at $35 per month for private insurance holders and helps lower the cost of insulin for uninsured diabetics. Aside from the caps, group and individual health plans must cover at least one of each dosage form for each type of insulin.
Plans will also be generally prohibited from imposing prior authorizations or similar requirements on selected insulin products, unless clinically justified for safety reasons.
The INSULIN Act includes a provision that would establish a 10-state pilot grant program that awards funding to community health centers to help provide affordable insulin to uninsured patients.
The legislation goes further and establishes an insulin resource center and hotline to help connect uninsured people with diabetes to resources they need to obtain insulin.
A final, understated portion of the bill notes that pharmacy benefit managers and third-party administrators will be required to remit 100% of all rebates, fees, and discounts directly to the selected health plan.
The fact that some in this country are forced to ration insulin is a moral failure.
