Attorney General Chris Carr has indicted six individuals in Fulton County in connection with nearly $230,000 in COVID-related fraud. The defendants are alleged to have engaged in a scheme to defraud the Georgia Department of Community Affairs (DCA) Emergency Rental Assistance Program.
In a statement, Carr emphasized the depraved nature of this kind of fraud. The Emergency Rental Assistance Program was meant to provide critical relief for families in need. Instead, it was taken advantage of.
“For anyone to take advantage of the system for their own personal gain is unethical and blatantly illegal, and there will be consequences,” Carr continued. “Let me be clear — if you use your government position to steal from Georgia taxpayers, you will be held accountable. Period.”
The Case
The program functioned as a federal relief fund for individuals, families, and landlords whose finances were negatively impacted by the COVID-19 pandemic. Among those indicted is former DCA employee Porsha Robinson.
While serving as an employee at DCA from 2021 to 2022, Robinson is alleged to have submitted and approved nine fraudulent emergency rental assistance applications. She is also alleged to have diverted those rental assistance funds to bank accounts that she owned and controlled.
Five of the fraudulent applications were allegedly submitted in the names of Robinson's co-defendants, and each of them is alleged to have provided Robinson with a substantial return. The remaining applications are alleged to have been submitted in the names of other citizens.
On January 30th, 2026, the Attorney General’s White Collar and Cyber Crime Unit presented evidence to a Fulton County Grand Jury, resulting in the indictment of all six defendants. They were indicted on charges of identity theft, making false statements, and providing false documentation.
