Andrew Clyde’s CLEAN D.C. Act Passes House With Bipartisan Support

Representative Andrew Clyde’s (R-GA) legislation, the Commonsense Law Enforcement and Accountability Now (CLEAN) in D.C. Act, recently passed the House of Representatives with bipartisan support by a vote of 233-190. Also known as HR 5107, the bill repeals the D.C. City Council’s Comprehensive Policing and Justice Reform Emergency Amendment Act of 2022.

The D.C. City Council first passed the emergency “police reform” bill in response to anti-police protests in the summer of 2020. In December 2022, the Council followed this up by passing the Comprehensive Policing and Justice Reform Emergency Amendment Act of 2022 to codify the emergency reforms and enact additional policing provisions. 

This bill weakens D.C. law enforcement by banning longstanding police tactics and stripping legal protections and due process rights for officers. The bill also threatens police officer safety by authorizing the public release of records and imposing restrictions on policing protests with non-lethal crowd control. 

Rep. Andrew Clyde found it necessary to confront this bill after law enforcement leaders warned that these provisions demoralize officers, worsen D.C.'s law enforcement staffing crisis, and embolden criminals.

Clyde celebrated the passage of HR 5107, describing it as the next step to reestablishing law and order in this country.

“I’m incredibly pleased that my commonsense legislation to repeal this anti-police law passed with bipartisan support, and I look forward to a similar outcome in the Senate,” Clyde stated. “By eliminating the D.C. Council’s misguided law, the CLEAN D.C. Act strengthens and codifies President Trump’s successful efforts to restore law and order in Washington.” 

Clyde also took aim at Former President Joe Biden for vetoing the bill in 2023. “While Joe Biden foolishly vetoed my legislation in 2023, I look forward to advancing the CLEAN D.C. Act to President Trump’s desk for his signature to continue delivering on our shared goal of Making D.C. Safe Again,” he expressed.
