Buddy Carter Calls on Trump Administration to Investigate Universities for Transgender Policies

Representative Buddy Carter (R-GA) recently announced that he has sent a letter to Attorney General Pam Bondi and Department of Education Secretary Linda McMahon, urging an immediate review of university policies allowing biological males to compete in women’s sports.

This review would include the National Junior College Athletic Association (NJCAA), California Community College Athletic Association (CCCAA), and Northwest Athletic Conference (NWAC).

In the letter, Carter cites a recent report from The Washington Times discussing how junior colleges still welcome transgender athletes to compete with biological females. This goes against stricter policies that have been adopted by the National Collegiate Athletic Association (NCAA) and the National Association of Intercollegiate Athletics (NAIA). 

These policies, Carter argues, are important because they raise substantial concerns regarding fairness, safety, and equal athletic opportunity for biological women. “This permissive approach appears inconsistent with Title IX’s requirement that federally funded institutions protect equal opportunities for female athletes," he stressed.

Carter highlighted President Trump’s executive order Keeping Men Out of Women’s Sports. This order, signed earlier this year, states that programs receiving federal funds must ensure that participation in women’s sports is limited to biological females and directs federal agencies to enforce this standard in Title IX-covered settings.

To conclude the letter, Carter requested three things from the Administration. First, he called for them to investigate whether any NJCAA, CCCAA, or NWAC-member institutions receiving federal funds are violating Title IX by permitting male participation in women’s athletics.

Second, he called for an assessment of whether these policies displace female athletes, compromise competitive fairness, or otherwise result in sex-based discrimination.

Finally, he urged the Administration to take appropriate enforcement action or issue guidance consistent with federal law and the 2025 Executive Order.
