Chris Carr Backs Election Rule Requiring Proof of Citizenship

This proposed rule seeks to add documentary proof of U.S. citizenship to the list of requirements on the federal voter registration form.

Attorney General Chris Carr has announced that he has joined a 14-state coalition in urging the U.S. Election Assistance Commission (EAC) to issue a new rule that requires documentary proof of U.S. citizenship to register to vote in federal elections.

For context, the current federal voter registration form does not require any proof of U.S. citizenship beyond self-verification. To address this issue and strengthen the integrity of federal elections, the America First Legal Foundation submitted a petition for rulemaking to the EAC on July 16th, 2025. 

This proposed rule seeks to add documentary proof of U.S. citizenship to the list of requirements on the federal voter registration form. The attorneys general submitted their comments in the form of a letter, arguing in favor of the rule proposed by the America First Legal Foundation.

They argued that the current federal voter registration system fails to achieve the government’s statutory obligations and leaves our voter rolls vulnerable. They also argued that the current law prevents state election officials from properly ensuring that only eligible U.S. citizens are permitted to register and vote in federal elections.

The letter was submitted to the EAC on October 20th, 2025. AG Chris Carr is joined in this effort by the attorneys general of Alabama, Arkansas, Idaho, Indiana, Iowa, Kansas, Louisiana, Nebraska, Ohio, South Carolina, South Dakota, Texas, and West Virginia.

Carr commented on the significance of this initiative, emphasizing that this is an issue of the law, not partisan politics. To him, it’s about protecting the integrity of elections, and any common-sense measure that does so should be supported.

“Only American citizens are eligible to vote in American elections. That’s not partisan or political – it’s the law, and we have to ensure that law is enforced every step of the way,” Carr stated. “We’ll always fight to protect the integrity of our elections, and we’ll continue to push for commonsense measures that do just that.”
