Rashaun Kemp Introduces Bill Urging Accountability for Detention Centers

A new resolution has been introduced to the Georgia Senate, calling for the transparency and accountability of federal immigration enforcement.

State Senator RaShaun Kemp (D–Atlanta) recently introduced Senate Resolution (SR) 810 to emphasize the importance of transparency and congressional oversight related to the proposed development or expansion of federal immigration detention centers in Georgia. 

This measure aims to build on the work of Senator Raphael Warnock (D-GA), who filed an amendment to block the purchase of warehouses for use as detention centers in Social Circle and Oakwood, Georgia.

“Communities across Georgia are demanding dignity, fairness, and openness in the face of policies that have too often led to the unjust treatment of immigrant families,” Sen. Kemp explained. “If the federal government is considering the development or expansion of detention facilities in our state, those decisions should be made openly, with meaningful community engagement and proper oversight.” 

SR 810

As a resolution, SR 810 doesn’t seek to establish any new code for the State of Georgia. It formally expresses the Georgia Senate’s position on the expansion of federal detention facilities in Georgia. 

The bill reinforces transparency and oversight of new detention facilities, especially in Walton and Hall County. It acknowledges the federal government’s authority over immigration enforcement but lists core principles by which all projects must be judged. 

The first principle is accountability, meaning that these decisions require active consultation. The second is environmental stewardship, which means that all projects must comply with environmental standards. The third is fiscal responsibility, meaning that federal funds must not be spent without clear authorization.

Sen. Kemp explained that residents should never feel powerless in the face of life-altering projects. 

“Projects of this magnitude should never move forward in a way that leaves residents feeling powerless while life-altering decisions are made behind closed doors,” Sen. Kemp stated. “Georgia families deserve to know what is happening in their neighborhoods, and transparency and accountability are essential to building trust between residents and government at every level.”
