Rep. Buddy Carter Secures Funding For Georgia Water Infrastructure

Representative Buddy Carter (R-GA) recently secured funding for waterline improvements in the City of Rincon, Georgia, as part of the House-passed Commerce, Justice, Science; Energy and Water Development, and Interior and Environment Appropriations Act of 2026.

Also known as House Resolution (HR) 6938, this bill includes $1 million to upgrade Rincon’s existing 8-inch waterline, which runs from Chimney Road to Old Augusta Road. This funding will double the size of the waterline, relieve the stressed system of water pressure issues, and provide adequate service.

When commenting on this funding, Rep. Buddy Carter reflected on his experience as a Mayor and the importance of maintaining this infrastructure. He then confirmed, based on personal experience, that the City of Rincon will greatly benefit from this funding and can look forward to future prosperity.

“As a former mayor, I understand the importance of upgrading and maintaining water infrastructure to ensure that it meets the needs of current and future residents,” Carter stated.  “I’ve had the privilege of spending time in Rincon and believe this project is necessary to meet local needs, improve quality of life, and plan for upcoming growth so the city can thrive for generations to come.”

Kevin Exley, the Mayor of Rincon, expressed his gratitude for the funding and complimented Carter for his accessibility. He stated, “Congressman Carter has shown up for food drives, our state of the city address, and continues to not overlook local needs.”

HR 6938

This bill provides FY2026 appropriations to federal departments and agencies for activities and programs related to commerce, law enforcement, science, energy and water development, public lands, and the environment.

HR 6938 is composed of three different appropriations bills, including:

  • The Commerce, Justice, Science, and Related Agencies Appropriations Act
  • The Energy and Water Development and Related Agencies Appropriations Act
  • The Department of the Interior, Environment, and Related Agencies Appropriations Act

As a result, HR 6938 funds the following departments:

  • The Department of Commerce
  • The Department of Justice
  • The National Aeronautics and Space Administration
  • The National Science Foundation
  • The Department of Energy 
  • The Department of the Interior
